Despite decades of intervention by financial institutions and development actors, growing capital flows into MSMEs have not translated into improved outcomes. The reason is structural: traditional financing models were designed for stable, formal businesses with predictable cash flows, not for the high frequency, inventory-intensive, informally networked enterprises that define most MSME activity in markets.
